In 2011, the City of Woodland purchased approximately 40 acres of land on the top of Scott Hill. This land has been designated for use as a park. The Rotary Club of Woodland is partnering with the City to build Scott Hill Park to include a sports complex by creating the vision for the park and sports complex, raising funds needed to build the park, overseeing park construction, and planning for sustainable operations and management of the park.
Midway Underground
Current focus for Rotary Club of Woodland's Scott Hill Park Project Committee is oversight of continued Phase I construction and ongoing fundraising.
The second scope of Phase I construction by Midway Underground is currently underway. The retaining wall of concrete block manufactured in Woodland by Columbia Precast is complete. Plans are for the final Phase I grading, sprinkler installation system, field fencing & backstops, paving of walking path and soccer field top dressing to be completed spring 2020.
The first scope of work in Phase I of the park construction by Midway Underground was completed Fall 2018. The second scope of work in currently underway.

A Notice of Decision from the City of Woodland, Community Development Department, was issued to the Rotary Foundation of Woodland for the Scott Hill Park and Sports Complex April 2017. The application for preliminary Site Plan Review has been approved by the City Development Review Committee.

Westby & Associates, Inc., Vancouver, WA, conducted interviews with 40 local citizens to learn about issues and concerns about and support for the Scott Hill Park & Sports Complex project. Their findings and recommendations for the park project were provided to Rotary Foundation of Woodland following the final interviews in December 2015. Westby & Associates, Inc.E D Hovee & Company, LLC, Vancouver, WA., completed a Woodland Sports Field Market Analysis for the Scott Hill Park & Sports Complex Project.
ED Hovey & Company, LLCA team of park committee members including Bernie Schockelt of Columbia River Carbonates, Bob Hasbrouck, Sandy Larson, Sharon Lien, and Susan McAdams completed a Sustainability Study projecting Scott Hill Park & Sports Complex revenues and expenses to determine the financial feasibility of a sustainable park and sports complex facility in Woodland.
The Rotary Foundation of Woodland held a park tour event on the Scott Hill Park & Sports Complex property. Approximately 100 people attended the evening event. Food and beverages were provided by The Fat Moose Bar & Grill and Woodland Burgerville.
Urban Forestry Restoration Project and Washington Conservancy Corp crews cleared invasive non-native plants on Scott Hill Park property in preparation for restoration & re-vegetation work in the park.
Cascadia Services, Inc. with corporate offices in Port Orford, Oregon and a regional office in Woodland, WA, completed a geological hazard analysis and study on the park site. Water filtration testing on 18 holes was completed July 2015 with the final report completed October 2015.
Cascadia Services, Inc.Property adjoining Scott Hill Park & Sports Complex to the east of the park with a previously engineered road grade from Meriwether Lane to Scott Hill park property as part of the Meriwether Phase I Project was acquired by the City of Woodland to allow for secondary access to the park. This secondary access road will service Woodland residents living east of Scott Hill Park while most park visitors will use the primary park entrance on Scott Hill Rd. 2014 Oregon LNG moved their proposed pipeline project route planned through the Scott Hill Park property to accommodate the park.
April 15, 2016 the Oregon LNG Project announced it is ceasing operations immediately on the proposed liquefied natural gas terminal and associated pipeline at Warrenton and Clatsop County, Oregon. The owner of the project, Leucadia National Corporation, made the decision to cease funding the project.
Oregon Pipeline, an affiliated company, had been planning the construction of an 87-mile pipeline, which would have connected to the regional pipeline in Woodland. While the route for the new pipeline had been planned through the park property, Oregon LNG had been working on the route to accommodate the park. With the LNG pipeline project canceled, the pipeline is no longer a consideration in the park planning process.
The Scott Hill Park & Sports Park conceptual design has been updated by project engineer, RB Engineering, to reflect the surveyed park layout.

City of Woodland parkland at the top of Scott Hill Rd officially names Scott Hill Park and Sports Complex. Scott Hill Park & Sports Complex was named after the Conrad Scott family who farmed the area including the parkland property in the early 1900's.
City of Woodland purchased 39.3 acres at the top of Scott Hill Rd and designated the property as parkland.
The property now designated for Scott Hill Park & Sports complex had previously been in the process of being developed with a proposed construction of 169 homes. The property was purchased by the City of Woodland in 2011 for the purpose of creating a community park.
